'During 2001 the National Library reviewed the outcomes of the Towards Federation 2001 meeting held in Canberra in March 1992, and the follow-up review meeting held in Canberra in December 1993, and noted the lack of progress on issues related to library services to users with disabilities. The Forum was convened with the aim of facilitating the development of a national action plan.'
